Kernel machines blackboard resurrected

This is the new blackboard on kernel machines.

Besides the new software there are a few changes:

[*]It has moderators who can delete messages that are spam
or otherwise objectionable.
[*]There is a search facility.
[*]You have to register before you can post new topics or
reply to existing ones.
[*]It looks better.

Thanks to those who offered help or made good proposals.
I hope the new board will be better to use with a better
signal to noise ratio.
